a. Glendale Water and Power, re: Participation in the California Arrearage Payment Program (CAPP) and California Water and Wastewater Arrearage Payment Program (CWWAPP); Appropriation of Funding for Said Programs

Adopt a resolution approving participation in the California Arrearage Payment Program
Adopt a resolution approving participation in the California Water and Wastewater Arrearage Payment Program
Resolution appropriating $5,200,272 received from the State of California for the California Arrearage Payment Program and appropriating $950,269 received from the State of California Water and Wastewater Arrearage Payment Program

b. Glendale Water and Power, re: Task Order for Operation, Maintenance and Remote Monitoring Services for Ice Bear Units under the Master Goods and Services Agreement with Ice Bear SPV #1, LLC dba Thule Energy Storage, and the Southern California Public Power Authority

Motion authorizing the City Manager, or his designee, to execute a Task Order with Ice Bear SPV #1, LLC dba Thule Energy Storage (“TES”) under a Master Goods and Services Agreement with the Southern California Public Power Authority (“SCPPA”) for Operation, Maintenance and Remote Monitoring Services for Ice Bear Units for a not-to-exceed amount of $450,000 for three-year term, with an option for the City to extend the contract for two additional one-year term, for a total not-to-exceed amount of $300,000 for both years

c. Glendale Water and Power, re: Furnishing & Installing a New Station Battery System, and Removal & Proper Disposal of an Existing Battery System at the Glendale Water & Power Department’s Scholl Substation

Motion authorizing the Deputy Director of Finance/Purchasing to issue a Purchase Order to Las Colinas Engineering dba Las Colinas Electrical for furnishing & installing a new station battery system, and removal & proper disposal of an existing battery system at the Scholl Substation for the amount of $54,417

c. Community Development, re: Consideration of Interim Urgency Ordinance Regarding Senate Bill 9 Housing Development and Lot Split Projects and Senate Bill 478 Floor Area Ratio Standards

– Introduction of Interim Urgency Ordinance of the Council of the City of Glendale, California, Establishing Interim Standards and Ministerial Processes for Reviewing and Approving Eligible SB 9 Projects and Setting Minimum SB 478 Floor Area Ratio Standards for Certain Multi-Family Housing Development Projects
– Fee Resolution Amending the Adopted 2021-22 Citywide Fee Schedule by Establishing Fees for SB 9 Projects

Reminder!

The Grayson Repowering Project (which includes 93 – 101MW of new gas-burning equipment) Partially Recirculated Draft Environmental Impact Report (PR-DEIR) comment period closed November 15. GWP will respond to comments and produce a final EIR. GWP will potentially present the project to the Sustainability and GWP Commissions in January, and to City Council on February 1.

In the new year, your comments will be needed at City Council and to City Council and Commission Members, requesting a project with more clean energy, that continues our city’s momentum towards a 100% clean energy future. We will provide more information about how to submit comments closer to when the commissions and council will consider the project.
