7. ADOPTION OF ORDINANCES

a. Community Development, re: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA, EXTENDING, BY TEN MONTHS AND FIFTEEN DAYS, INTERIM URGENCY ORDINANCE NO. 5977 PROHIBITING ISSUANCE OF ENTITLEMENTS AND/OR PERMITS FOR HOTELS IN THE DOWNTOWN SPECIFIC PLAN AREA OF THE CITY AND DECLARING THE URGENCY THEREOF (Brotman, 11/16/2021)

We wish to highlight the following item: GWP’s Appeal of Planning Commission’s denial of Conditional Use Permit and Special Recreation Review regarding a proposed Biogas Renewable Generation Project. 9. HEARINGS

a. Community Development, re: Appeal of Planning Commission’s denial of Conditional Use Permit and Special Recreation Review regarding a proposed Biogas Renewable Generation Project to be located at 3001 Scholl Canyon Road (vehicular access via 7721 North Figueroa Street, Los Angeles, CA 90041)/ APNs 5662-023-900, 5666-001-904, 5666-002-900, 5666-002-901 and 5666-002-902

1. Resolution certifying the Final Environmental Impact Report and approving the Mitigation Monitoring and Reporting Program
2. Motion to approve Conditional Use Permit No. PCUP 2012782, and the Special Recreation Review No. PSRZDR 2012781 subject to the attached findings and the recommended conditions of approval
3. Motion to sustain the Planning Commission’s decision to deny the Conditional Use Permit and Special Recreation Review applications

Reminder!

The Grayson Repowering Project (which includes 93 – 101MW of new gas-burning equipment) Partially Recirculated Draft Environmental Impact Report (PR-DEIR) comment period closed November 15. GWP will respond to comments and produce a final EIR. GWP will potentially present the project to the Sustainability and GWP Commissions in the first half of January, and to City Council in late January.

In the new year, your comments will be needed at City Council and to City Council and Commission Members, requesting a project with more clean energy, that continues our city’s momentum towards a 100% clean energy future. We will provide more information about how to submit comments closer to when the commissions and council will consider the project.

City Council – TBD (projected late-January 2022)
