3. Public Works, re: Further Recommendations on the State of the Community Forest

a. Motion to set Glendale’s citywide tree canopy goal at 25%

b. Resolution dispensing with competitive bidding and authorizing the City Manager, or a designee, to amend contract 8000974 for City Tree Services, with West Coast Arborists, Inc. (WCA) increasing the contract amount by $250,000 to $7,306,000, for the purpose of utilizing Measure S funds to plant trees
