a. Glendale Water and Power, re: Professional Services Agreement with Energy and Environmental Economics, Inc. (E3) to assist Glendale Water and Power (GWP) with the Development of a Plan to Increase Solar Penetration and Develop Additional Distributed Energy Resources (DER).

Motion authorizing the City Manager, or his designee, to execute a Professional Services Agreement with Energy and Environmental Economics, Inc. (E3) to assist GWP with the Development of a Plan to Increase Solar Penetration and Develop Additional Distributed Energy Resources (DER) in the not-to-exceed amount of $335,875

GEC POSITION ON ITEM 8A: GEC does NOT support the contractor proposed.

Glendale’s City Council passed a resolution calling for Glendale to reach 10% of GWP customers adopting solar and energy storage—which would make the Glendale Solar Solution a reality and make our city a real leader in clean energy. That resolution was passed one year ago, in August 2022.

GWP is asking City Council to approve a consultant to develop the plan Council called for, and do some analysis of its benefits and costs. As things stand, the consultant being recommended is one that we believe isn’t the best choice to make our vision a reality.

We are calling on the City to take another look at the proposals, and to prioritize the candidates’ ability to develop a strong, smart plan to attain our goals for local solar and clean energy.

Outcome: PASSED (Asatryan, Devine, Najarian – AYE; Brotman – NO; Kassakhian – Abstained)
