Motion awarding a professional services agreement to ReCREATE Waste Collaborative, LLC to provide commercial edible food recovery services to support State organics diversion requirements established in Senate Bill 1383, Short-Lived Climate Pollutants, for two years at $148,470 with the option to extend the agreement for two additional years at $138,065


b. Community Services and Parks, re: Feedback on exploring the feasibility of a Dog Park

Motion to provide feedback on exploring the feasibility of a Dog Park at Pelanconi Park or other parks

c. Community Development, re: Update on Recently-Enacted State Planning, Zoning and Housing Legislation Effective January 1, 2022, Including Senate Bill 9, and Consideration of Interim Urgency Ordinance Option

Motion to initiate preparation of Interim Urgency Ordinance effective January 1, 2022 regarding Senate Bill 9 project objective zoning, subdivision and design standards

Motion to initiate amendments to Titles 16 and 30 related to SB 9 and SB 478 project standards

d. Community Development, re: Status of the Preservation and Reuse of City Owned Property Located at the Former Rockhaven Sanitarium–2713 Honolulu Avenue – and Direction on Preferred Next Steps

Motion directing staff on preferred next steps regarding the preservation and reuse of the former Rockhaven Sanitarium located at 2713 Honolulu Avenue.

Motion directing staff to finalize a grant agreement with the California Natural Resources Agency in furtherance of acceptance of the state grant


The Grayson Repowering Project (with 93 – 101MW of new gas-burning equipment) Partially Recirculated Draft Environmental Impact Report (PR-DEIR) is open for public review until November 15. If you wish to submit a comment, send an e-mail to, with “Grayson Repowering Project PR-DEIR” in the subject line and consider copying the city council members. After this time, the Final EIR will go to various commissions for review, and then to City Council for approval/direction.

Most importantly, your comments are needed at City Council and to City Council and Commission Members. We will provide more information about how to submit comments closer to when the commissions and council will consider the project.
