8. ADOPTION OF ORDINANCES

8a. Management Services, re: Local Amendments to the California Building and Energy Code to require projects in single-family homes, duplexes and townhomes involving replacement or alteration (but not repair) of an existing air conditioning system or installation of new air conditioning systems to either include a heat pump space conditioner as the primary heating system, or install specific energy efficiency measures in addition to a new air conditioner  – STAFF REPORT / ORDINANCECUSTOM COST EFFECTIVENESS STUDY

1. Motion Directing Staff to Include Provisions in the Local Amendments to the 2025 California Building and Energy Code to Be Considered by the Council in the Fall of 2025 That Would Require Energy Conservation Measures for Air Conditioner Alterations, Replacements and Installations in Existing Single-Family Homes, Duplexes and Townhomes

2. An Ordinance of the Council of the City of Glendale, California Amending the 2022 Glendale Building and Safety Code, Volume IX (Green Building Standards), to Require Energy Conservation Measures for Air Conditioner Alterations, Replacements and Installations in Existing Single-Family Residential Buildings

OUTCOME:  Regarding Motion 2, the ordinance was not adopted in the time frame necessary (deadline to adopt under the current code cycle was the last council meeting where it received a 2/2 split vote as Councilmember Kassakhian was not able to be present); therefore, the vote was regarding Motion 1: whether or not to bring back the ordinance with the rest of the 2025 Building Code Amendment in December, 2025. Motion 1 Passed. YES (Asatryan, Brotman, Kassakhian) / NO (Gharpetian, Najarian)

9. ACTION ITEMS

e. Glendale Water and Power, re: Key Considerations and Refinements to the Clean Energy Programs Plan Funded by Public Benefit Charge and Low Carbon Fuel Standard for Fiscal Years 25-26 and 26-27 – REPORT / CLEAN ENERGY PROGRAMS PLAN

1. Resolution authorizing Glendale Water & Power (GWP) staff to implement programs consistent with the outlined refinements to the Glendale Water and Power Clean Energy Programs Plan funded by Public Benefit Charge (PBC) and Low Carbon Fuel Standard (LCFS) for Fiscal Years (FY) 25-26 and FY 26-27

2. Resolution of Appropriation requesting $200,000 for the vehicle-to-everything (V2X) study supporting a potential pilot program

OUTCOME: Both Resolutions Passed – Yes (Asatryan, Brotman, Kassakhian) No (Gharpetian, Najarian) – New rebates/incentives and bill assistance amounts will go into effect with some new and several increased, as well as certain rebates will be in the form of payment by check vs. bill credits. $200K is allocated to the “Vehicle to Everything” Study, supporting a potential pilot program.
